The federal Open Enrollment Period for 2023 health insurance ended on January 15, 2023 but many people still qualify to enroll!

We are not insurance agents or brokers, and we do not sell insurance. We’re a nonprofit program helping people be healthy by applying for and using affordable health insurance or other health coverage programs throughout the year!

Prosper Health Coverage is available in-person at Foundation Communities’ two community Prosper Centers in Travis County and at Community Resource Centers in Llano, Burnet, Blanco, or Williamson Counties during our open hours (see below).

Since 2014, Prosper Health Coverage has helped over 45,000 Texans enroll in affordable health insurance plans.

Prosper Health Coverage is a free service available to individuals and families in Texas regardless of income level. Our team of navigators can simplify healthcare by reviewing Marketplace plan options, enrolling you in a plan that meets your needs and budget, and assisting in understanding your insurance to access care.

The Open Enrollment Period for 2023 plans begins November 1, 2022 and runs through January 15, 2023.


You can enroll in a 2023 Marketplace plan starting November 1, 2022.
To ensure your coverage starts on January 1, 2023, you must enroll and complete your application before December 15, 2022.
You can still enroll between December 16, 2022 and January 15, 2023 and apply for coverage that will start on February 1, 2023.


Health insurance can be confusing and complicated, but we make it easy. Our team of certified health coverage Navigators research all of your options and help pick the one that works best for you.

Foundation Communities Specific FAQ

Q1. How can I get health insurance in Texas?
A: Foundation Communities Health Coverage Program will assist anyone with finding health insurance regardless of income. Simply give us a call or schedule an appointment to understand your options. We service to 12 counties in Central Texas.
Q2: When is the sign-up deadline for 2023 health insurance?
A: For 2023 coverage, the enrollment period runs from Nov. 1, 2022–Jan. 15, 2023. However, to get coverage starting Jan. 1, 2022, you must enroll by Dec. 15, 2022.
Q3: What are the steps to get health insurance for 2023?
A: You can get enrolled in health insurance by scheduling an appointment or walking in to either of your two locations starting November 1st. We’ll help you make an account on Marketplace (if you haven’t already) and review the plans and savings you’re eligible for all in one appointment.
Q4: What if I enrolled in health insurance with Foundation Communities last year and need to enroll again?
A: We welcome you to come back and enroll with us again! If you’ve visited us before, you can complete an intake form on your own time or schedule a “Get Ready” appointment to get your information in. When open enrollment starts on November 1st, you can schedule or walk in for an enrollment appointment.
Q5: How will I know if my appointment is confirmed after scheduling?
A. You will receive an email from Get Covered America and a text message confirming your appointment.
Q6: What if I need to reschedule my appointment?
A. Please call Foundation Communities at 512-381-4520 and a representative will get you rescheduled. Hours of operation are Monday–Friday, 9am–5pm. You may leave a message as well, and our program staff will call you back to reschedule.
Q7. Is my appointment by phone or in-person?
A. This year, you’ll have the option of having your appointment in person or over the phone. When scheduling your appointment, you can select your preference right above the “Search for Help” button.
Q8: What do I need to have available during my enrollment appointment?
A. You will need the following:

  • Your Healthcare.gov login information (test that your login works before your appointment!);
  • An estimate of your entire tax household’s 2022 income;
  • Social Security Numbers or immigration documents for ALL HOUSEHOLD MEMBERS;
  • If your employer offers you and/or your spouse health insurance, please have the details of that offer on hand; and
  • Names of any doctors, hospitals, or medications you use.
Q9. What number do I call on the day of my phone enrollment appointment?
A. No need to call us! Please expect a call from 512-422-5395 on the day and time of your phone appointment. Please expect to be available for 90 minutes.
Q10. Where do you service?
A. We have two offices located in North and South Austin, but we can service anyone in Central Texas through phone appointments as well!

General Insurance Questions

Q11. How do I know if I’m eligible to enroll in Marketplace insurance?
A. Regardless of your income, job, or immigration status, we encourage you to meet with us to see what your health coverage options are. Checking your eligibility for health insurance can be tricky, and our trained Navigators can help you find out your options.
Q12. Can I get financial help to pay for insurance?
A. During last year’s open enrollment season, 99% of our clients qualified for financial assistance. Our certified Navigators will identify which savings you may be eligible for.
Q13. Will my immigration status impact my ability to enroll in health insurance?
A. To qualify for Marketplace, you need to be “lawfully present” in the United States. If you’re not sure about your status, you can view this Healthcare.gov list of people who qualify for Marketplace. For people who do not qualify, there are other programs we can connect you with that will help you seek affordable medical care. We encourage everyone to schedule an appointment with us regardless of your documentation status. Marketplace insurance and financial assistance do not affect your ability to become a resident or a citizen and will not count towards public charge.
Q14. How many plans are available for me to choose from?
A. For 2023, there will be over 100 plans to choose from between 16 different providers in the state of Texas. You can review the plans being offered for 2023 through HealthCare.gov by clicking here.
Q15. Will you ask for my documentation status?
A. Your Navigator will ask the documentation status only or the people who are applying for health coverage. If you are applying on behalf of a family member, you will not need to provide documentation status, but your family member will.
Q16. What kind of services will be covered in Marketplace insurance?
A. All plans are required to cover the 10 essential health benefits, including:

  • Ambulatory patient services
  • Emergency services
  • Hospitalization
  • Pregnancy, maternity, and newborn care
  • Mental Health and substance use disorder services
  • Prescription drugs
  • Rehabilitation and habilitation services and devices
  • Laboratory services
  • Preventive and wellness services
  • Pediatric services

Q17. Has anything changed or been added to this year’s Open Enrollment period?
A. This year there have been changes to make Marketplace accessible to even more people. Most notably, those who did not qualify for Marketplace subsidies before due to another family member having an insurance plan that was deemed affordable, now qualify for Marketplace subsidies.
