Prosper Health Coverage


Since 2014, Prosper Health Coverage has helped over 60,000 Texans enroll in affordable health insurance plans and use those plans to prevent medical debt and have good health. This is a free service available to individuals and families in Texas regardless of income level, preferred language, immigration status, education background. All are welcome to explore options for affordable healthcare. Our team of federally-certified Navigators help clients simplify health coverage and healthcare by reviewing available plan options (Medicaid, CHIP, Marketplace, or other plans), helping you enroll in a plan that meets your needs and budget, and assisting in using your insurance to find doctors, get medications, and access care.

Prosper Health Coverage Navigators are federally-funded and federally-certified. We are not health insurance agents or brokers, so we do not get paid by health insurance companies or accept any incentive from health insurance companies. Open Enrollment for 2025 Marketplace plans runs from Nov. 1 to Jan 15. 

Book a ‘Get Ready’ Appointment: Prepare in advance for your health insurance enrollment. In this appointment, your Navigator will help gather details about your household, employer(s), and current coverage, making the enrollment process smoother. If you’re married, we’ll need your spouse’s info, too

Book an ‘Open Enrollment’ Appointment: Once Open Enrollment begins, schedule this appointment to complete your application and secure your 2025 Marketplace appointment. Enroll by Dec. 15 to receive coverage starting Jan. 1. If enrolled after Dec. 15, coverage will begin on Feb. 1.

Prosper Health Coverage is available over-the-phone, in-person. We are in Foundation Communities’ two community Prosper Centers in Travis County all week and at Community Resource Centers in Llano, Burnet, Blanco, and Williamson Counties twice per month. 4/5 households qualify for plans that cost less than $15 per month.
All plans offer free preventive care.
Many people qualify to enroll in 2024 health insurance plans. Contact us to for help learning about your options!

Medical Providers and Community Service Providers: If you’re working with an uninsured or underinsured patient, client, or community member who would benefit from an appointment with a Navigator, you can fill out our Prosper Health Coverage Patient/Client Referral Form and email it to enroll@foundcom.org or use the referral form on findhelp.org/ConnectATX by clicking on the “Contact” button at the top. We check those referrals daily.

Health Education Events: If you’re interested in organizing a Health Education or Health Plan Enrollment event with your job, neighborhood, church, or other community group, please contact Prosper Health Coverage at enroll@foundcom.org with the subject line “Health Education Event”.

Health insurance can be confusing and complicated, but we make it easy. Our team of certified health coverage Navigators research all of your options and help pick the one that works best for you.

Foundation Communities Specific FAQ

Q1. How can I get health insurance in Texas?
A: Foundation Communities Health Coverage Program will assist anyone with finding health insurance regardless of income. Simply give us a call or schedule an appointment to understand your options. We serve 12 counties in Central Texas.
Q2: When is the sign-up deadline for 2025 health insurance?
A: For 2025 coverage, the enrollment period runs from Nov. 1, 2024–Jan. 15, 2025. However, to get coverage starting Jan. 1, 2025, you must enroll by Dec. 15, 2024.
Q3: What are the steps to get health insurance for 2025?
A: You can get enrolled in health insurance by scheduling an appointment or walking in to either of your two locations starting November 1st. We’ll help you make an account on Marketplace (if you haven’t already) and review the plans and savings you’re eligible for all-in-one appointment.
Q4: What if I enrolled in health insurance with Foundation Communities last year and need to enroll again?
A: We welcome you to come back and enroll with us again! If you’ve visited us before, schedule a “Get Ready” appointment to get your information in October by calling us at 512-381-4520. When open enrollment starts on November 1st, you can schedule or walk in for an enrollment appointment.
Q5: How will I know if my appointment is confirmed after scheduling?
A. You will receive an email from us and a text message confirming your appointment.
Q6: What if I need to reschedule my appointment?
A. Please call Foundation Communities at 512-381-4520 and a representative will get you rescheduled. You may leave a message as well, and our program staff will call you back to reschedule.
Q7. Is my appointment by phone or in-person?
A. You have the option of having your appointment in person or over the phone. When scheduling your appointment, you can select your preference on the appointment scheduler by selecting “PHONE help” for phone appointments and “IN PERSON help” at one of our two Prosper Centers.
Q8: What do I need to have available during my enrollment appointment?
A. You will need the following:

  • Your Healthcare.gov login information (test that your login works before your appointment!);
  • An estimate of your entire tax household’s 2025 income;
  • Social Security Numbers or immigration documents for ALL HOUSEHOLD MEMBERS who are applying;
  • If your employer offers you and/or your spouse health insurance, please have the details of that offer on hand; and
  • Names of any doctors, hospitals, or medications you use.
Q9. What number do I call on the day of my phone enrollment appointment?
A. No need to call us! Please expect a call from 512-381-4520 on the day and time of your phone appointment. Please expect to be available for 90 minutes.
Q10. Where do you service?
A. We have two offices located in North and South Austin, but Prosper Health Coverage is also available in-person at Community Resource Centers in Llano, Burnet, Blanco, or Williamson Counties during our open hours. To schedule in Travis County, you can use the appointment widget on the website or call 512-381-4520. To schedule an appointment outside of Travis County, visit HelpEnroll.org. We can service anyone in Central Texas through phone appointments as well!
Q11. Does Prosper Health Coverage sell health insurance?
A. We are not insurance agents or brokers, and we do not sell insurance. We’re a nonprofit program helping people be healthy by applying and using affordable health insurance or other health coverage programs throughout the year!

General Insurance Questions

Q12. How do I know if I’m eligible to enroll in Marketplace insurance?
A. Regardless of your income, job, or immigration status, we encourage you to meet with us to see what your health coverage options are. Checking your eligibility for health insurance can be tricky, and our trained Navigators can help you find out your options.
Q13. Can I get financial help to pay for insurance?
A. During last year’s open enrollment season, 99% of our clients qualified for financial assistance. Our certified Navigators will identify which savings you may be eligible for.
Q14. Will my immigration status impact my ability to enroll in health insurance?
A. To qualify for Marketplace, you need to be “lawfully present” in the United States. If you’re not sure about your status, you can view this Healthcare.gov list of people who qualify for Marketplace. For people who do not qualify, there are other programs we can connect you with that will help you seek affordable medical care. We encourage everyone to schedule an appointment with us regardless of your documentation status. Marketplace insurance and financial assistance do not affect your ability to become a resident or a citizen and will not count towards public charge.
Q15. Will you ask for my documentation status?
A. Your Navigator will ask the documentation status only for the people who are applying for health coverage. If you are applying on behalf of a family member, you will not need to provide documentation status, but your family member will.
Q16. What kind of services will be covered in Marketplace insurance?
A. All plans are required to cover the 10 essential health benefits, including:

  • Ambulatory patient services
  • Emergency services
  • Hospitalization
  • Pregnancy, maternity, and newborn care
  • Mental Health and substance use disorder services
  • Prescription drugs
  • Rehabilitation and habilitation services and devices
  • Laboratory services
  • Preventive and wellness services
  • Pediatric services

Q17. Has anything changed or been added to this year’s Open Enrollment period?
A. This year there have been changes to make Marketplace accessible to even more people. The Biden-Harris administration recently announced a rule that will expand access to healthcare for Deferred Action for Childhood Arrivals (DACA). This rule will make DACA recipients eligible for a Qualified Health Plan through the Health Insurance Marketplace.

Prosper Health Coverage is committed to educating the community on these policy changes and working directly with organizations/communities that service DACA recipients. Schedule an appointment with us or reach out to enroll@foundcom.org with questions.
